MANDATE OF DEPARTMENT OF TRADE INDUSTRY AND COOPERATIVES

The goal
The mandate is to implement policies, strategies, plans and programs that promote and ensure expansion and diversification of trade, cooperatives, environmentally sustainable industrialization, appropriate technology development and poverty eradication.
The objective
The overall objective is to promote the production, processing and marketing of local products for wealth creation.
The mission
To develop and promote a competitive and export-led private sector through accelerating industrial development.
The vision
The vision of the department is sustainable cooperatives, competitive trade and world class industrial products and services.

TRADE DEVELOPMENT
 Ensuring businesses are licensed
 Carrying out business assessments
 Ensuring businesses are registered at the respective levels of registration
 Collecting trade information
 Spearheading the implementation of the LED policy

INDUSTRIAL DEVELOPMENT
 Supervising manufacturers to ensure compliance with the standards
 Updating the district investment profile
 Foster the development of small scale processors into manufacturers.

COOPERATIVE DEVELOPMENT
 Mobilizing and sensitization community groups on cooperatives.
 Formation and registration of cooperatives
 Training community groups on the importance of forming cooperatives.
 Monitoring and supervising of cooperatives.
 Auditing of cooperative books of Accounts.
 Ensuring compliance to cooperatives Act and other related laws of Uganda.

MARKET LINKAGES
 Carrying out market survey and disseminating the finds
 Collecting market price information and disseminate
 Provide technical advice on agricultural prices
 Linking farmers to the market places
 Protecting farmers from exploitation

MSME
 Development of business plans for MSME’s.
 Supervision and monitoring of MSME’s

TOURISM
 Product development.
 Tourism promotion.
 Licensing of tourism facilities.
 Promotion of cultural heritage.

PDM OVERVIEW
In February 2022, the parish development model (PDM) was launched by H.E the president of the republic of Uganda as a multi-sectoral strategy for transforming subsistence households into the money economy. The goal of PDM is to increase household food security, incomes and quality of life of Ugandan communities
The Parish Development Model targets 39% of Ugandan subsistence households or 16 million people who are in the subsistence economy.
The main aim of the parish development model is to increase household incomes and improve quality of life of Ugandans with specific focus on the total economic transformation of the households through getting Ugandans out of the subsistence economy into the money economy within 5 years.
The Parish Development Model is implemented along seven (7) pillars and include;
 Agriculture value chain development (production, storage, processing and marketing)
 Infrastructure and economic services
 Financial inclusion
 Social services
 Community mobilization and mind-set change
 Parish based management information systems
 Governance and administration.
The parish is therefore the engine that will drive the above pillars to achieve socio-economic transformation of the households and Uganda as a country.

IMPACT SNAPSHOTS UNDER PILLAR 3 TO DATE

Sensitization of enterprise groups on PDM SACCO formation
 1,085 Enterprise groups in the 90 parishes were sensitized on PDM SACCO formation procedures.
Formation, registration and certification of PDM SACCOS
 90 PDM SACCOS were formed, registered and certified by Ministry of trade, industry and local economic development.
Support SACCOS open bank accounts and register on INFMS
 All 90 PDM SACCOS have bank accounts.
 All 90 PDM SACCOS were enrolled on IFMS

Ensure that PDM SACCOS are financed
 90 SACCOS signed financing agreements
 90 SACCOS have been financed with seed capital with 45 SACCOS receiving Ushs. 117,000,000 and 45 SACCOS receiving Ushs. 100,000,000 each respectively.

Operationalization of PDM SACCOS
 First AGM completed in all 90 parishes with vetting committees established
 2nd AGM completed in all 90 parishes with the management, loans and appraisal committees established and signatories to the bank accounts resolved.
 Bank resolutions were certified by registrar of cooperatives and are in place
 Training of SACCO leaders on their roles and responsibilities was conducted.
 Training of stakeholders at the Lower local governments (Sub County) on operationalization process was completed.
 Business plan development was conducted
 Training of loans committees on their roles was conducted
 Training of enterprise group members on how to access PRF

The district has since received funds to SACCO accounts and SACCOs have disbursed to some beneficiaries. Under pillar 3, the district has received a total of Ushs. 9,756,000,000 PRF broken as follows;-

• Total PRF received by SACCOs in Pallisa as at December, 2023. Ushs. 9,765,000,000
• 71 SACCOS have disbursed all the funds, and 19 SACCOS are still disbursing
• Number of beneficiaries that have received PRF funds 8,976
• Total amount disbursed is Ushs. 8,976,000,000
• Total outstanding balances to be disbursed as of 30th August, 2023 is Ushs. 789,000,000
• SACCOs that have some balances in the account not disbursed are 19
• 28 SACCOS have seed capital affected by bank charges and less by one person getting in Centenary bank.
